“Esteemed academic citizens of Montenegro,

I congratulate you on this day as bearers of the future of Montenegro, which must be a country of knowledge. In order to be able to respond to increasingly numerous challenges, small countries such as ours must be especially dedicated to their education systems which will be adapted to the needs and at the same time provide opportunities to feed your desire for development with serious knowledge.

The state must incessantly take care of you and create conditions for your studies modelled on Western systems in which we are integrating. It is up to you to contribute, by personal example and struggle, to reputation of universities and your faculties - which must be incubators of Montenegro of knowledge, professionalism, and conceptuality.

On behalf of the Parliament of Montenegro and on my own behalf, I wish you a happy 4 April - Day of Students.”
