Today, the Romanian Senate has unanimously ratified the NATO Accession Protocol for Montenegro. President of the Parliament of Montenegro Mr Darko Pajović has been received in Romania with the highest official honours, and he has been given a special honour to be the second foreign official in the Senate’s history to be invited to address the highest institution of this country.
In elaboration on the Proposal for Ratification, the Vice President of the Senate of Romania pointed out that Montenegro deserved support by the NATO family, because it had gone through the path of democratisation and reforms which had not been easy. Montenegro realised that NATO represented a good partner for support in keeping the peace in the Euro-Atlantic area and even beyond.
- I am certain that the democratic level will be confirmed in the elections and that Montenegrin society will use the opportunity to become an important and priority member of NATO organisation. In that sense, the parliaments have played an important role and I expect continuation of intensive cooperation both at the parliamentary and the governmental level, pointed out among other things the Vice President of the Senate of Romania.
Senator Titus Corlăţean of the Foreign Policy Committee confirmed excellent bilateral relations and strong support given to Montenegro by Romania through ratification of the Protocol. The senator congratulated Montenegro on its strong political will to join the Euro-Atlantic family.
President of the Parliament of Montenegro was introduced via his extensive and detailed biography, after which he addressed the senators. Greeting the attendees, Mr Pajović expressed gratitude over the fact that, despite a heavy internal agenda, the issue of ratification of the NATO Accession Protocol for Montenegro had been placed high on the list of priorities of the Romanian Parliament. The support of the state in the region - by its neighbours - is an important validation of the progress in the integration processes, emphasised Mr Pajović.
- NATO membership is a historic, cultural, and civilizational step forward for Montenegro, because it represents a firm confirmation of Montenegro’s determination to belong to a value system fostered by countries gathered within the Euro-Atlantic community and the European Union. Therefore, NATO membership is a confirmation that the state is moving in the right direction, that we have initiated implementation of comprehensive social reforms, especially in the field of the rule of law and strengthening of institutions, concluded the President of Montenegrin Parliament.

Distinguished President of the Senate,
Distinguished senators,
Ladies and gentlemen,
It is my great pleasure and honour to have the opportunity to address you in this esteemed house, and thank you for keeping the promise and ratifying the NATO Accession Protocol for Montenegro among first states. Also, I know that the procedure should have been addressed in both houses, and that you are awaiting for the December parliamentary elections. But, even though you have a tight internal agenda, you are aware of the significance of Montenegro’s membership to NATO and you have set this issue high on the priority list. Thank you for that. The support of the state in the region - by its neighbours - is an important validation of the progress in the integration processes.
In addition to the fact that we share the same culture and values, in order to additionally improve and deepen our bilateral relations, we should use our common strategic European and Euro-Atlantic goals, as well as the logic of economic interest. Of course, there is parliamentary dimension of cooperation which should be developed further, and your experiences in parliamentary bodies of the EU and NATO will be particularly important for us in the Montenegrin Parliament.
