Legislative Committee holds 59th meeting

At its 59th meeting held today, the Legislative Committee considered and positively assessed the following proposals for laws: 

- Proposal for the Law on Basic Principles of Intelligence and Security Sector of Montenegro;
- Proposal for the Law on Amendments to the Law on Labour Fund, submitted by the following MPs: Srđan Milić, Neven Gošović, Snežana Jonica, Aleksandar Damjanović, Velizar Kaluđerović, Obrad Gojković, Radosav Nišavić, Dragoslav Šćekić and Danko Šarančić;
- Proposal for the Law on Amendments to the Law on Personal Income Tax, submitted by the following MPs: Zoran Jelić, Filip Vuković, Veljko Zarubica, Marta Šćepanović and Zorica Kovačević.
The Committee also positively assessed the following:
- Amendments to the Proposal for the Law on Amendments to the Law on Temporary Residence Fee:
- Amendment, submitted by the following MPs: Predrag Sekulić and Zorica Kovačević;
- Amendment, submitted by the following MPs: Mladen Bojanić, Srđan Perić, Goran Tuponja and Dritan Abazović;
- Amendment, submitted by the MP Andrija Popović;
- Amendment, submitted by the following MPs: Srđan Milić and Snežana Jonica;
- 4 Amendments to the Proposal for Decision on Adoption of Special Purpose Spatial Plan for the National Park “Lovćen”, which is an integral part of the Proposal for Decision on Adoption of Special Purpose Spatial Plan for the National Park “Lovćen”, submitted by the following MPs: Predrag Sekulić, Slobodan Krušo Radović and Zorica Kovačević;
- Amendments to the Proposal for the Law on Budget and Fiscal Responsibility:
- 4 amendments, submitted by the following MPs: Zoran Jelić, Filip Vuković, Zorica Kovačević and Marta Šćepanović;
- 5 amendments, submitted by the MP Damir Šehović;
- Amendments to the Proposal for the Law on Amendments to the Anti-discrimination Law, submitted by MPs Snežana Jonica and Neven Gošović;
- Amendment to the Proposal for the Law on Amendments to the Law on Plant Protection Products, submitted by the following MPs: Predrag Sekulić and Zorica Kovačević;
- 4 Amendments to the Proposal for the Law on Amendments to the Law on Personal Income Tax, submitted by the following MPs: Nikola Gegaj and Radovan Obradović, since proposers of the Law gave up the Amendments number 5.
- 4 Amendments to the Proposal for the Law on Amendments to the Law on Games of Chance, submitted by the following MPs: Nikola Gegaj and Radovan Obradović, since proposers of the Law gave up the Amendments number 5.
- 7 Amendments to the Proposal for the Law on Combined Transportation of Cargo, submitted by the following MPs: Srđan Milić and Snežana Jonica.
- Amendment to the Proposal for the Law on Responsibility for Environmental Damage, submitted by the following MPs: Srđan Perić, Mladen Bojanić and Goran Tuponja.
- Amendments to the Proposal for the Law on National Parks:
- Amendment, submitted by the following MPs: Dritan Abazović and Srđan Perić;
- Amendment, submitted by the following MPs: Genci Nimanbegu and Nik Gjeloshaj.
- 3 Amendments to the Proposal for the Law on Basic Principles of Intelligence and Security Sector of Montenegro (expanded agenda), submitted by MPs Dritan Abazović, Srđan Perić and Darko Pajović.
By a majority of votes, the Committee assessed that the following were not in line with the Constitution and legal system: Proposal for the Law on Amendments to the Law on Personal Income Tax, submitted by the following MPs: Zoran Jelić, Filip Vuković, Veljko Zarubica, Marta Šćepanović and Zorica Kovačević and Proposal for the Law on Supplements to the Law on Value Added Tax, submitted by the following MPs: Zoran Jelić, Filip Vuković, Veljko Zarubica, Marta Šćepanović and Zorica Kovačević;

In line with Article 67 paragraph 1 of the Rules of Procedure of the Parliament of Montenegro (proposers of Amendments did not attend the meeting), the Committee did not consider the following:
- 2 Amendments, submitted by the MP Ljerka Dragičević to the Proposal for the Law on Amendments to the Law on Temporary Residence Fee
- 21 Amendment, submitted by MPs Srđan Milić and Aleksandar Damjanović and
- 2 Amendments , submitted by MP Aleksandar Damjanović to the to the Proposal for the Law on Budget and Fiscal Responsibility
- 3 Amendments, submitted by the MP Ljerka Dragičević and
- and 5 Amendments, submitted by the Committee on Human Rights and Freedoms to the Proposal for the Law on Amendments to the the Anti-Discrimination Law.
