At their 20th meeting held today, the Administrative Committee of the Parliament of Montenegro established the Proposal for the decision on election of five members of the management board of the Fund for Protection and Exercising of Minority Rights among constituted councils of minority peoples. With that regard, the Committee decided, in accordance with the Rules of Procedure of the Parliament of Montenegro, to request additional information from the Ministry of Human and Minority Rights on the reasons behind non constitution of the Serbian National Council and the implementation of Article 42b of the Law on Minority Rights and Freedoms (Official Gazette of the Republic of Montenegro No. 31/06, 51/06, 38/07 and the Official Gazette of Montenegro No. 02/11, 08/11).
The Committee was informed on the Draft decision on the manner and procedure of election of the representative of the NGO sector in the working bodies formed by the Parliament of Montenegro. Additionally, the Committee concluded that there was no legal basis for adoption of the Decision and put Mr Radovan Obradović, the Chairperson of the Working Group, in charge of drafting the Proposal for the Decision on supplementing the Rules of Procedure of the Parliament of Montenegro in part of competencies of the Administrative Committee relating to Article 49 of the Rules of Procedure of the Parliament of Montenegro..
The discussion regarding the letter of the Energy Regulatory Agency of Montenegro was also opened at the meeting, for taking a position of the Committee with regard to the length of mandate of a member of the Board of the Energy Regulatory Agency.
In accordance with the competencies of the Parliament stipulated by the Constitution and the Rules of Procedure of the Parliament, the Administrative Committee said that it did not participate in the procedure of election of members of the Board of the Energy Regulatory Agency, that it was not competent to give an authentic interpretation, and that the Law on Energy stipulated that the election of the members of the Board fell under the competencies of the Government of Montenegro.
The Committee was also informed on the Conclusion of the Collegium of the President of the Parliament of Montenegro of the 25th Convocation, number 00-32-5/13-42, of 29 October 2013, stipulating that the “chairpersons of the working bodies are obliged, during planning and implementation of visits to the parliamentary assemblies, i.e. adequate working bodies of the parliamentary assemblies of the international organisations and other international structures in order to achieve the role of the Parliament, to inform the committee and to reach an agreement on the committee level regarding the composition of the delegation, and notify the Collegium of the President of the Parliament thereof”.
Upon the proposal of a number of the members of the Committee, and in accordance with the Decision on providing consent to the Rulebook on Organisation and Systematisation of the Service of the Parliament of Montenegro number 00-32-5/13-197 of 29 July 2013, the Committee decided to hold a theme meeting by the end of the month titled “Implementation of the Rulebook on Organisation and Systematisation of the Service of the Parliament of Montenegro”.
