As none of candidates received the required majority of votes of present members of the Committee, the Committee decided to repeat the open vacancy notice for the President of the State Election Commission and one member of the State Election Commission from among the representatives of civil society, NGOs and universities.
The Committee also decided to inform the Collegium of the President of Parliament that the mandate of the President and members of the Commission for the Prevention of Conflicts of Interest expires on 29 July 2014, and due to the absence of specific requirements in the law for these functions, except when the candidates are not members of any political parties, the Committee did not open vacancy notice, but it assessed that previously it is necessary to adopt amendments to the Law on Prevention of Conflict of Interest.
The Committee initiated the process of appointment of the Council of the Agency for Electronic Media and decided, in accordance with Article 24 of the Law on Electronic Media of Montenegro, to issue a public notice to the authorized proposers for the election of two members of the Council for Electronic Media from among the representatives of non-governmental organizations in the field of media and representatives of PEN Center, mandate of its representatives expires on 9 December 2014.
The Committee decided to initiate the process at the end of August of the current year by annunciating the public notice, and in this regard, it determined the text of the Public Notice and Form of the proposal for the appointment of members of the Council of the Agency for Electronic Media. The Committee decided to publish it in the "Official Gazette of Montenegro", on the website of the Parliament and in the printed media: „Pobjeda“, „Dan“, „Dnevne novine“ and ND „Vijesti“.
The Committee, within the agenda item "Current Issues", was informed of the Report and adopted conclusions of the participants of the Regional Working Meeting on "Provision of financial autonomy of parliaments with the aim of adequate fulfilling the rights and obligations of the Members of Parliaments" held on 3 and 4 July 2014 in Sarajevo, at the invitation of the Joint Commission for Administrative Affairs of the Parliamentary Assembly of Bosnia and Herzegovina with the support of the OSCE Mission to Bosnia and Herzegovina and the Project of fostering government institutions of power and process (SGIP) in BiH. The delegation of the Administrative Committee of the Parliament of Montenegro were composed of: Radovan Obradović and Emilo Labudović, members of the Committee and Goranka Vučinić, Secretary of the Committee.
Committee members were also informed of the consolidated text of the Rulebook on amendments to the Rulebook on internal organization and systematization of the administrative service of the Protector of Human Rights and Freedoms of Montenegro.
