Administrative Committee holds its 63rd meeting

The Committee has determined a List of timely and complete proposals of candidates for two members of the Council of the Agency for Electronic Media

At its 63rd meeting held today, the Administrative Committee of the Parliament of Montenegro of the 25th Convocation has unanimously determined the List of timely and complete proposals of candidates for members of the Council of the Agency for Electronic Media by the authorised proposers in accordance with the Public Vacancy Notice No 00-63-14/15-181 of 16 December 2015, pursuant to Article 28 paragraph 1 of the Law on Electronic Media. The Committee has decided to publish the List of timely and complete proposals of candidates for two members of the Council of the Agency for Electronic Media in the same manner as the Public Vacancy Notice to the authorised proposers.

Pursuant to Article 180 of the Law on Insurance, the Committee has decided to initiate the procedure of appointment of the president of the Council of the Agency for Electronic Media by issuing a Public Vacancy Notice to the authorised proposers for submitting a proposal for candidates for appointment of the president of the Council of the Agency for Electronic Media, by publishing it on the website of the Parliament of Montenegro, and in the daily newspapers: „Pobjeda“, „Dan“, Independent Daily „Vijesti“, and „Dnevne novine“.

In continuation of the meeting, they considered proposals of the Commission for Prevention of Conflict of Interests for initiating the procedure for dismissal, suspension, or imposing of disciplinary measure for Mr Đorđije Ulićević, deputy member of the State Election Commission, and Ms Selma Cecunjanin, member of the Administrative Board of the Fund for Protection and Exercising of Minority Rights, as public officials, due to violation of Article 19 paragraph 3 of the Law on Prevention of Conflict of Interest.

 The Committee considered the Request for exercising the right to compensation upon termination of office by Mr Slobodan Leković, former president of the Commission for Prevention of Conflict of Interests, pursuant to the right exercised by the Protector of Human Rights and Freedom, in light of the fact that his right to salary was determined by Law on Prevention of Conflict of Interests in the amount equivalent to the salary defined for the Protector of Human Rights and Freedoms, and it decided to render adequate decision in that respect.

The Committee was also informed on the Request of Mr Slobodan Leković for exercising the rights based on mandate, and pursuant to the above he requested that the members of the Administrative Committee reconsider the basis for the rendered decision on termination of the right to salary. The Committee has decided to reject the request as unfounded.

The Administrative Committee of the Parliament of Montenegro unanimously adopted the 2015 Performance Report of the Administrative Committee of the Parliament of Montenegro, which provides a comprehensive overview of activities and performance results of the Committee in the reporting period.

The Administrative Committee of the Parliament of Montenegro considered and unanimously adopted the 2016 Work Plan of the Committee.

The Committee rejected the Request by the for Personal Data Protection and Free Access to Information of 19 January 2016 for submitting opinion on further obligations of the Agency towards Mr Bojan Obrenović, former director of the Agency, regarding entitlement to compensation upon termination of office, due to lacking competence.
