At their tenth meeting held today, the Administrative Committee of the Parliament of Montenegro of the 25th Convocation positively assessed the Rulebook on Internal Organisation and Systematisation of the Commission for Prevention of Conflict of Interest. In accordance with the Article 67 paragraph 1 of the Rules of Procedure of the Parliament, the following attended the meeting as proponents of the act: Mr Ivo Đoković, Deputy Chairperson of the Commission for Prevention of Conflict of Interest, and Ms Maja Karas Bošković, Advisor at the Professional Service of the Commission for Prevention of Conflict of Interest.
At the initiative of Mr Aleksandar Damjanović MA, member of the Committee, the proposed agenda was supplemented and the Committee initiated procedure to appoint the president of Senate of the State Audit Institution.
Regarding consideration of the candidacies for appointment of a member of the Senate of State Audit Institution, the Committee concluded that the following candidates timely submitted the necessary documents: Mr Omer Markišić MS, Mr Predrag B. Mitrović MA, Ms Milanka Aleksić, Mr Milan Radović, Mr Dragoslav Minić, Ms Biljana Vuksanović, Ms Neli Ćuković, Mr Željko Tomović, Ms Branka Lakočević, Mr Mirko Jovović, Mr Nikola N. Kovačević and Ms Mila Kasalica MA. Additionally, the Committee concluded that the candidate Mr Milan Mane Kastratović MA did not submit the proper documentation requested in the Public Call. The Committee decided to hold a consultative hearing of the candidates who submitted timely and proper documentation, on 9th July 2013.
Additionally, upon the proposal of the MPs Group of Positive Montenegro, the Committee also established the following proposals for decisions: Proposal for the Decision on election of a member of the Committee on Health, Labour and Social Welfare, Proposal for the Decision on election of a member of the Committee for Gender Equality and Proposal for the Decision on dismissal from duty and election of a member of the Committee for Tourism, Agriculture, Ecology and Spatial Planning.
The Committee opened the discussion regarding two requests by the Basic Public Prosecutor’s Office in Nikšić, for the purpose of giving approval for conducting criminal proceedings. In that regard, the Committee decided to previously take a position on the current issue, after which they will vote on requests.
The Committee considered the request of Non-Government Foundation “Civic Alliance” to urgently initiate procedure of election of members of the Administrative Board of the Fund for Protection and Exercising of Minority Rights from among the smaller national councils, and in accordance with the Decision on founding of the Fund for Protection and Exercise of Minority Rights. Following a constructive discussion, the Committee members decided, following the ending of the procedure of the election of members of smaller national councils, to initiate the procedure.
The Commission for Prevention of Conflict of Interest submitted to the Parliament of Montenegro the Proposal for initiation of the procedure of dismissal, suspension or imposition of disciplinary measures Mr Basri Lika, member of the Administrative Board of the Fund for Protection and Exercise of Minority Rights, as a public official, due to non-fulfilment of the commitment to submit the report on income and properties within 30 days from taking a public position (Article 10 paragraph 1 Law on Prevention of Conflict of Interest). The Committee decided to inform Mr Basri Lika on the submitted proposal and after receiving feedback from the appointee, to reach a decision.
Upon proposal of Dr Suad Numanović, Minister for Human and Minority Rights, the Committee decided to propose to the Parliament to elect Mr Mersudin Gredić, acting Secretary for Human and Minority Rights, as a member of the Administrative Board of the Fund for Protection and Exercise of Minority Rights.
The Committee adjourned the meeting due to the obligation of MPs to participate in the work of the Parliament.
