During the meeting, a special attention was paid to evaluation of application with regard to Committee conclusions adopted on its Eighth meeting, during which the Report on protection and rescue system in Montenegro was considered.
In line with the concerned, Committee members got informed on implemented activities in the field of normative, operational, protection and rescue operations, with special reference to the analysis of situation in the field of civil protection; also, the Operational-communication centre 112 was presented, due to importance of its functioning in full capacity.
In the previous period the significant effort was made for fulfilling guidelines and suggestions contained in the Committee Conclusions, hence in the period to come, activities for establishing the adequate legislative framework would be continued, for the purpose of creation and subsequently full functioning of the overall protection and rescue system.
Additionally, during the meeting a special attention was paid to the issue of equipping the team for unexploded lethal weapons, Air-helicopter unit, analysis of the existing material and technical means and equipment available to the Directorate, as well as implementation of several projects in cooperation with the EU, NATO and international organisations.
The current status of the Operational-communication centre 112 was analysed in terms of the possibility of its full commissioning and it was concluded that staffing is necessary for the purpose. As part of the planned activities and allocated resources, it is expected that by the end of 2014 the Center 112 would function in a much larger capacity than at the moment.
Committee members were informed on activities that the Directorate for Emergency Situations has been undertaking in cooperation with the NATO, regarding the implementation of the project “Improving capacities in terms of learning, transportation and destruction of unexploded lethal weapons” within the NATO programme Science for Peace and Security, for the purpose of reaching the highest security standards on the occasion of finding, exclusion and destruction of unexploded lethal weapons in the territory of Montenegro.
Participants jointly assessed that it was necessary to continue implementation of the Conclusions of the Committee aimed at reaching the necessary level of efficiency as well as international standards in the field of protection and rescuing, hence the full support was expressed to the previous efforts of the Security and Defence Committee on its activities undertaken with the aim of improving the overall functionality of the system for protection and rescuing.
