Security and Defence Committee holds its 25th meeting

Three reports considered

At the 25th meeting of the Security and Defence Committee, held today, considered were the following: 2013 Performance and Status Report on administrative domains within the jurisdiction of the Ministry of Defence, 2013 Status Report of the Military of Montenegro.

After conductinga comprehensivediscussion, the Committee assessed that the results obtained by the Ministry of Defense and the Military of Montenegro accomplished in 2013 represented a good basis for the continuation of the reform process and achievement of required standards to meet the full membership of Montenegro in NATO and the European Union. Pursuant to the above, the Committee accepts the report with the following

C O N C L U S I O N S:

1. Acknowledging the efforts made and continued work on resolving the issue of destruction of surplus arms and military equipment, and bearing in mind high level of security risk and the fact that the completion of this process will reduce spending of financial assets to provide and maintain storage buildings that currently burden the defense budget, the Committee, in accordance with previously given recommendations, emphasizes the need to intensify activities and taking concrete actions in terms of finding solutions to overcome this problem in an efficient and effective manner.

2. Considering the fact that the establishment of a sustainable system of the sea and air space management is a key challenge for the provision and improvement of national and regional security, Committee indicates the importance of intensifying the work on finding the optimal model for prompt provision of required material and technical resources necessary for the full functionality in this area.

3. Bearing in mind the strategic orientation of Montenegro, as well as functional needs and requirements, the Committee considers important harmonization and completion of formational and organizational structure of the Military of Montenegro with the principles of organization of military forces of NATO member states as soon as possible.

4. The Committee expresses its support for activities conducted during the past year in building integrity in the defense sector, considering that indicated contributes to decreasing of corruption risks through strengthening of transparency, accountability and the development of control mechanisms in the Ministry of Defence.

5. The Committee has recorded the existence of a lack of compliance with regulations in the field of safety at work, the circumstance which prevents employees from exercising legal rights to the full extent and emphasizes the timely resolution of these issues in accordance with positive regulations.

In addition, the Committee considered the 2013 Report on the participation of members of the Military of Montenegro in the international forces, peacekeeping missions and other activities abroad. On the basis of a conducted discussion, the Committee accepted the report with the following

C O N C L U S I O N S:

1. In the reporting period the participation of members the Military of Montenegro in international forces was realized in accordance with the Work Plan of the Ministry of Defense and the Military of Montenegro for 2013 (and the total of expenses planned have provided full functioning of the forces);

2. Training of members the Military of Montenegro in the mission "International Security Assistance Force" (ISAF) in Afghanistan, the Operation EU NAVFOR - Atlanta in Somalia and the peace mission of the United Nations, "United Nations Mission in Liberia" (UNMIL) in Liberia were carried out as planned and in accordance with international standards, and the number of applicants provided adequate and quality selection of persons to be sent;

3. Participation in missions contributes significantly to euro Atlantic integration of Montenegro and its international reputation and has a positive impact on the process of modernization, interoperability and building of necessary capabilities of the Military of Montenegro, and the participation of members of the armed forces of other countries contributes to the improvement of bilateral cooperation and has positive effect on the issue of regional stability.
