On the last (third) day of the study visit to the Kingdom of Norway, members of Montenegrin delegation got acquainted with Norwegian Institute for Defence Studies (IFS) in the high system of military education, through presentation held by Ms Kristen Offendal, Programme manager and Research Coordinator at IFS.
Mr Anders Bjoness, Assistant Director of the Department for Planning and Strategy of the Agency, spoke on the role of the Norwegian Defence Agency, political control and oversight. During the debate, jurisdiction and organisation structure of the Security centre were presented separately. The participants discussed the cooperation at international level, mentioning in that context a Security agreement between Montenegro and Norway, which refers to sharing and safeguarding classified information between the two countries.
Mr. Bjorn Gahre, Director, Office of the Parliamentary Commissioner of the Royal Norwegian Armed Forces presented the role of that institution to Delegation of the Security and Defence Committee. Chairperson Nuhodžić was interested in specifics of the scope of work, and given that Montenegro has no ombudsman for the armed forces, he concluded that information on legal regulations of the Kingdom of Norway were very useful.
In addition, Ms Trude Stanghelle, Senior Public Prosecutor and Mr Jens Backhke, police prosecutor from the Norwegian National Authority for Investigation and Prosecution of Economic and Environmental Crime, gave a presentation on the topic: "The fight against corruption and organised crime." The presentation was followed by a discussion, where Members of the Parliament of Montenegro expressed particular interest in the status of the seized property acquired through corrupt activities, and ways of spending money from the sale of such property after the judicial decisions become final.
Mr Svein Efjestad, Policy Director at the Royal Norwegian Ministry of Defence spoke on Norwegian security policy and Nordic-Baltic cooperation.
The three-day visit of the Delegation of the Montenegrin Parliament was organised by the Geneva Centre for the Democratic Control of Armed Forces (DCAF), in cooperation with the Centre for Integrity in the Defence Sector from Oslo.
The study visit represents a continuation of activities within three-year project of the Geneva Centre for the Democratic Control of Armed Forces (DCAF) for providing a support to national parliaments in the region of Western Balkans in complying their constitutional role of legislative, representative and oversight bodies in the field of security and defence, established in March 2012.
By implementation of the visit, the process of professional training of members and service of the Security and Defence Committee has been continued, with the purpose of upgrading the established legal framework in defence and security sector.
