Member of the Security and Defence Committee Mr Luiđ Ljubo Škrelja took part in the workshop and annual discussion on the OSCE Code of Conduct on Politico-Military Aspects of Security, which took place in Vienna, on 21 and 22 June 2016, in accordance with the Decision of the Forum for Security Co-operation.
Topics covered in the workshop included normative and functional elements of the OSCE Code of Conduct (CoC) with special reference to its implementation, principles of cooperation among the states, and implementation of democratic oversight over the security and defence sector, as key part of the document whose implementation is significant for facing current challenges in this field.
At the annual discussion, there was sharing of experiences and national practices with regard to implementation of the Code of Conduct in the context of political and military developments on the international level. Furthermore, there was discussion on models for improvement of exchange of information on implementation of the Code on the annual level, and parliamentary control and oversight over security sector, as well as on the role of the OSCE Parliamentary Assembly in that respect. In addition to the above, during the discussion there was presentation of examples of good practice and experiences with regard to observation of human rights in the armed forces, security sector reform, and application of international humanitarian law in the context of current security challenges.
Representatives of parliaments, bodies and institutions from the defence and security sector of member states, as well as representatives of the OSCE institutions and missions in the field, took part in the gathering.
