At their 22nd meeting that started today, following the two-and-a-half hour discussion, the Committee on Economy, Finance and Budget did not support the Proposal for the Law on Amendments to the 2013 Budget Law of Montenegro. With the proposed solution, apart from the amounts already approved by the Law for 2013, the state would be additionally indebted in the amount of 103 million euro, due to activation of guarantees issued to the Aluminium Plant AD Podgorica (KAP). Additionally, it was planned to resolve the debtor-creditor relationship in the amount of 61 million euro between KAP, Electric Power Plant of Montenegro, Coal Mine Pljevlja, Montenegrin energy transmission system and the state of Montenegro.
The Committee considered and decided to propose to the Parliament to adopt the Proposal for the Law on Amendments to the Excise Law, which additionally harmonises the amount of excise to the excise products (tobacco products) with the appropriate regulations of the EU.
The Committee decided to submit the Amendment to the Proposal for the Law on Electronic Communications, with a view to harmonise penalty provisions with the material provision of this law.
Proposal for the Law on Amendments to the Law on Value Added Tax, submitted by the MPs Mr Zoran Vukčević and Mr Zoran Jelić, will be considered in the continuation of the meeting, scheduled for tomorrow, on 30 July 2013.
