At their 39th meeting held today, the Committee on Economy, Finance and Budget decided to propose to the Parliament to adopt the Proposal for the Law on the Combined Transportation of Cargo and the Proposal for the Law on Amendments to the Law on Research and Production of Hydrocarbon. The Committee did not support the Proposal for the Law on Amendments to the Law on Obligatory Relations, submitted by the MPs of the Democratic Front.
The Committee also considered 32 amendments submitted to the following: Proposal for the Law on Amendments to the Customs Code (four), Proposal for the Law on Payment Operations (six), Proposal for the Law on Consumer Protection (15), Proposal for the Law on Safety of Maritime Navigation (5), and Proposal for the Law on Safety and Interoperability on the Railway (two).
The Committee supported the following:
- Four amendments by the following MPs: Mr Zoran Jelić, Mr Zoran Vukčević and Ms Zorica Kovačević, to the Proposal for the Law on Amendments to the Customs Code.
- An amendment by the following MPs: Ms Zorica Kovačević and Mr Zoran Jelić; two amendments (I and III) by the following MPs: Mr Mladen Bojanić and Mr Srđan Perić and an amendment by the following MPs: Ms Draginja Vuksanović, Mr Izet Bralić and Mr Džavid Šabović (in the changed form), to the Proposal for the Law on Payment Operations.
- an amendment by the following MPs: Ms Nada Drobnjak and Marta Šćepanović; three amendments (I, VIII and IX) by the MP Mr Andrija Popović, out of which the amendments I and VIII did not receive the support by the authorised representative of the Government; two amendments (1 and 2) by the following MPs: Mr Borislav Banović, Ms Draginja Vuksanović and Mr Džavid Šabović and two amendments by the MP Mr Srđan Milić out of which amendment 1 was submitted in the changed form, to the Proposal for the Law on Consumer Protection.
- An amendment by the following MPs: Mr Mićo Orlandić and Mr Džavid Šabović, to the Proposal for the Law on Safety and Interoperability on the Railway.
- an amendment by the MP Mr Filip Vuković, not accepted by the authorised representative of the proponent and three amendments by the MP Mr Genci Nimanbegu, out of which the authorised representative of the proponent did not accept amendments 1 and 3, to the Proposal for the Law on Safety of Maritime Navigation.
The Committee did not support the following:
- six amendments (II – VII) by the MP Mr Andrija Popović and an amendment (3) by the following MPs: Mr Borislav Banović, Ms Draginja Vuksanović and Mr Džavid Šabović, to the Proposal for the Law on Consumer Protection.
- An amendment by the following MPs: Mr Mladen Bojanić and Mr Srđan Perić, to the Proposal for the Law on Safety and Interoperability on the Railway.
- An amendment (3) by the following MPs: Mr Borislav Banović, Ms Draginja Vuksanović and Mr Džavid Šabović, to the Proposal for the Law on Consumer Protection.
The MP Mr Mladen Bojanić withdrew the amendments II and IV to the Proposal for the Law on Payment Operations.
The MP Mr Borislav Banović withdrew the amendment to the Proposal for the Law on Safety of Maritime Navigation.
In the second continuation of the 34th meeting, the Committee determined assessments and positions regarding the following:
a) The consultative hearing held on the topic: “Application of the Law on Non-Governmental Organisations Regarding Financing”, on which it decided to notify the following: the Parliament, the Government and the participants in the discussion.
b) The first Joint Meeting of the Committee on Economy, Finance and Budget of the Parliament of Montenegro and the Committee on Finance, State Budget and Control of Public Spending of the National Assembly of the Republic of Serbia, held on the topic: “Cooperation of committees with independent regulatory bodies with the aim of better control of public spending”.
