Following a discussion that spanned several hours, in the presence of the representative of the proponent and the representatives of the following: State Audit Institution, Central Bank of Montenegro, Chamber of Commerce of Montenegro, Union of Employers of Montenegro, Confederation of Trade Unions of Montenegro, Montenegro Business Alliance, Montenegrin Association of 1990s War Veterans, Association of Youth with Disabilities of Montenegro, NGO “Institute Alternative” and the University Donja Gorica, the Committee supported the Proposal for the 2014 Budget Law of Montenegro. The Committee concluded that the Proposal for the Law defined the following limits: maximum deficit level up to 2% of GDP; maximum level of public debt, within the Maastricht criteria limits; participation of the budget spending, up to 38% of GDP and the capital budget level, totalling a bit more than 90 million euro, which represented a 25 million euro increase in comparison to 2013 plan.
Additionally, the Committee also supported the following proposals for a law: Proposal for the Law on Amendments to the Law on Personal Income Tax, Proposal for the Law on Amendments to the Law on Fees for Access to Certain Services of General Interest and for the Use of Tobacco Products and Electro-acoustic and Acoustic Devices, Proposal for the Law on Amendments to the Law on Mandatory Social Security Contributions and Proposal for the Law on Deadlines for Settling Financial Obligations, submitted by MP Damir Šehović, with five amendments of the proponent.
On the occasion of the held control hearing of Mr Raško Konjević, MA, the Minister of Interior and Mr Radoje Žugić, PhD, Minister of Finance, on the topic “Analysis of Functioning of the Local Self-Governments”, at their joint meeting with the Committee on Political System, Judiciary and Administration, the Committee decided to propose to the Parliament to adopt the seven conclusions.
