In the continuation of their 43rd meeting, the Committee on Economy, Finance and Budget concluded the discussion and decided to propose to the Parliament to adopt the Proposal for the Law on Budget and Fiscal Responsibility. Submission of amendments to the proposal for the said law was announced. They agreed that to vote in one of the future meetings regarding the Proposal for the Decision on the Control Hearing of the Minister of Economy Mr Vladimir Kavarić, PhD, and the Chairperson of the Board of Directors of the Electric Power Plant of Montenegro JSC Mr Srđan Kovačević, in on order to obtain information on the reasons for increase of the December bill for the electric energy.
At their 45th meeting, the Committee adopted the 2014 Work Plan, and unanimously supported the following two initiatives: the Initiative for consultative hearing titled: “Housing loans indexed in CHF (Swiss Francs) and Implementation of Foreign Currency Clause in the Loan Contracts – Legal Regulation”, submitted by the MPs Mladen Bojanić and Aleksandar Damjanović, and the Initiative for consultative hearing titled: “Effective energy use, situation in Montenegro with regard to the Draft Law on Effective Energy Use”, submitted by the MP Aleksandar Damjanović. They agreed that the consultative hearing regarding the initiative submitted by the MPs Mladen Bojanić and Aleksandar Damjanović would be held on 10 March 2014, while the time of holding of the consultative hearing regarding the initiative submitted by the MP Aleksandar Damjanović would be subsequently determined.
Furthermore, in accordance with Article 137 paragraph 3 of the Rules of Procedure of the Parliament of Montenegro, the Committee considered the Proposal for the Law on Supplements to the Law on Territorial Organization of Montenegro, proposing the establishment of the Municipality of Gusinje, from the aspect of financial impact on the budget of Montenegro. They concluded that the said proposal for the law contained the evaluation that no additional funds from the state budget were required. The Committee requested, with a view of comprehensive review of financial needs of the future municipality, submission of the Justification Study on Establishment of the Municipality of Gusinje, as well as the opinion of the Ministry of Finance.
