Apart from Committee members, representatives of the following took part in the discussion: Ministry of Economy, Chamber of Economy of Montenegro, German Organisation for International Cooperation (GIZ), Union of Employers of Montenegro as well as representatives of nongovernmental organisations - Civic Alliance, Montenegrin Center for Energy Efficiency, Expeditio, Centre for Development Policy and Research (CDPR) and Green home.
The Committee concluded that, in comparison to the previous period, there has been progress in the concerned field and that the greatest part of secondary legislation planned by the Law on Effective Energy Use has been adopted. Howere, the awareness of the society on energy efficiency and manner of spending energy has not been at the necessary level yet, as responsible entities inconsistently applied the existing law on energy efficiency. The participants emphasised that increasement of energy efficiency has been an obligation of all state and local bodies which requires the adoption of plans and programs at the local level. They especially pointed out to the need of monitoring the implementation of the Law in relation to the goals set.
When it comes to the Draft Law on Effective Energy Use, the participants said that the legal framework in the field is at European Union level has been significantly changed by adoption of new directives and regulatives, which resulted in drawing up the Draft Law.With regard to proposed solutions, actual reprimands were given to regulations of the Draft Law on Effective Energy Use, with the aim of improving thereof.
It was agreed the 50th meeting of the Committee to be continued on 28 March 2014.
The date of continuing the 48th meeting will be subsequently determined.
