Committee on Economy, Finance and Budget ended its 82nd meeting

Committee supported the Proposal for the Law on Final Budget Statement of Montenegro for 2013 and proposed the conclusions to the Parliament

Committee on Economy, Finance and Budget, at today held continuation of 82nd meeting, with the presence of the Minister of Finance, member of the Senate of the State Audit Institution and state auditors, as well as representatives of the NGO Institute Alternative, held a debate on the proposal for the Law on Final Budget Statement of Montenegro for 2013, with the Report on audit of the Final Budget Statement of Montenegro for 2013 and Annual report on performed audits and activities of the State Audit Institution for the period October 2013 – October 2014.

The Committee was informed of the opinion of the State Audit Institution on the Proposal for Final Budget Statement, which gave a positive opinion on the financial audit of the Proposal for the Law and determined that it does not contain significant material errors in reporting the results. During the discussion, the Committee commented on 15 individual audits carried out by the Institution in the specified reporting period. Furthermore, the Committee was informed of irregularities and recommendations relating to the following fields: financial report and computational accuracy, state cash deposits, budget receipts, the tax balance sheet, budget expenditures, reserves, capital budget, property, public procurement, internal financial control system.   

In order to further improve the system of public spending, the Committee decided to propose to the Parliament of Montenegro to adopt 11 conclusions that support the findings and recommendations of the State Audit Institution, as well as to monitor the implementation of parliamentary conclusions.
