At its 95th meeting which ended today, the Committee on Economy, Finance and Budget considered the degree of implementation of the Conclusions of the Parliament of Montenegro relating to JSC Aluminium Plant Podgorica, which the Parliament adopted on four occasions: 9 February and 8 June 2012, and 30 April and 27 December 2013.
The MPs have shown the greatest interest in implementation of Conclusions 4, 7 and 9 of 30 April 2013, relating to the following: the need for providing all the necessary conditions for full compliance with legal obligations and obligations provided for in the collective contract towards the employees of the KAP and the Bauxite Mines, as well as settling the existing debts incurred on the legally based rights from the employment; functioning of the production process with full respect of the norms and standards prescribed by Montenegrin laws regulating the issues of waste management, protection of the environment, environmental impact assessment, and prevention of the environmental impact; as well as reporting on the issues regarding the KAP and the Bauxite Mines operations. During the discussion, they expressed different opinions and positions regarding implementation of the said conclusions, which will be contained in the Committee report.
The meeting was also attended by the Minister of Economy Mr Vladimir Kavarić, who from the aspect of competence of the Ministry of Economy, informed the Committee on the current situation in the KAP, and provided remarks on the Conclusions of the Parliament.
The Committee was also informed on the official letters by the Ministry of Labour and Social Welfare, and the Ministry of Finance, relating to implementation of the conclusion No. 4 of 30 April 2013.
At its 96th meeting, the Committee considered, and decided to the propose to the Parliament to adopt the amendment 2 to the Proposal for the Law on Consensual Financial Restructuring of Debts to Financial Institutions, submitted by the MPs Mr Obrad Gojković and Mr Velizar Kaluđerović (20-3/14 -1/9), with which the representative of the proposer of the law did not agree, as well as the amendment to the Proposal for the Law on Amendments to the Law on Regional Development, submitted by MPs: Mr Zoran Jelić, Mr Rešid Adrović, Mr Veljko Zarubica and Ms Marta Šćepanović (22/14 – 3/9), with which the representative of the proposer of the law did agree.
Amendments 1 and 3 submitted by MPs Mr Obrad Gojković and Mr Velizar Kaluđerović (20-3/14 -1/9) did not obtain the necessary majority of votes in the Committee.
Regarding the seven amendments submitted by MPs Mr Srđan Perić, Ms Azra Jasavić and Mr Goran Tuponja to the Proposal for the Law on Amendments to the Law on Regional Development, the Committee will vote in continuation of the meeting scheduled for 14 April 2014, following the obtaining of the opinion of the Government.
