At its meeting held today, the Committee on Economy, Finance and Budget supported the Proposal for the Law on Amendments to the Deposit Protection Law, submitted by MP Mr Aleksandar Damjanović. Amendments, among other things, propose that the Report of the Fund shall be submitted to the Parliament of Montenegro for consideration, instead of previous solution where it was being submitted for getting informed only, as well as that the Fund shall be defined as taxpayer.
The Committee considered the implementation of the 2015 Budget Law of Montenegro, in part relating to application of Article 11 paragraph 1 indent 4, namely providing the funds for settling obligations of the Health Insurance Fund of Montenegro in the amount of 36 million Euro. It was noted that the Fund paid for the obligations on grounds of debt for the following: medication, medical devices, material expenses to public health institutions in Montenegro, medical treatment in health institutions in Serbia, and for medicinal and technical aids, amounting to 21 million Euro.
It was agreed that, by the end of the year, after submission of performance analyses of health institutions by the Ministry of Health and additional information on the status of obligations of the Health Insurance Fund, the Committee should hold a meeting aimed at reviewing the state of affairs in the health system from the aspect of the said Article of the 2015 Budget Law of Montenegro.
The Committee was informed on the basic indicators of the state of affairs in the insurance market in Montenegro for 2014, which, among other things, relate to participants in the insurance market, concentration of the insurance market, structure of gross invoice insurance premium, value of the total assets and liabilities at the level of all insurance companies, financial results of operations of the insurance sector, and decided to propose to the Parliament to adopt the 2014 Status Report on the Insurance Market in Montenegro.
Furthermore, the Committee considered the amendment to the Proposal for the Law on Amendments to the Law on Temporary Residence Fee, submitted by MP Ms Ljerka Dragičević, and it did not obtain the necessary majority, while the Committee did not consider the amendment of MP Mr Andrija Popović, due to absence of the submitter of amendment.
