At its 133rd meeting, in accordance with the Rules of Procedure of the Parliament of Montenegro, Action Plan for Strengthening the Legislative and Oversight Role of the Parliament, 2016 Work Plan of the Committee, and also bearing in mind the activities in the previous four-year period, the Committee considered the implementation of the Law on Effective Energy Use, which was adopted by the Parliament on 16 December 2016.
For the purpose of monitoring and improving the situation in the field of energy efficiency, the Committee held a consultative hearing on 19 April 2012 on the topic: “Public dialogue on sustainable energy use in the South East Europe - situation in Montenegro” - with special reference to implementation of the Law on Energy Efficiency. Furthermore, on 24 March 2014, the Committee held a consultative hearing on the topic: “Efficient energy use - situation in Montenegro with reference to the Draft Law on Effective Energy Use”.
During the discussion, they pointed out the degree of planned goals, activities undertaken for the purpose of raising awareness on significance of observing the principles of energy efficiency, project being implemented (MEEP AF, EEPPB, ENERGY WOOD II and solar grasslands), as well as difficulties in implementation of the Law, especially in part of energy efficiency of building, meeting of obligations by state bodies and units of local self-government and inspection control.
In accordance with Article 6 of the Rules of Procedure, the meeting was attended by the representatives of: Ministry of Economy, Union of Municipalities of Montenegro, Chamber of Economy of Montenegro, German Society for International Cooperation (GIZ), NGO Civic Alliance, and NGO Montenegrin Center for Energy Efficiency.
Furthermore, the Committee supported reasons for adoption of the Proposal for the Law on Amendments to the Law on Insurance, for which they proposed adoption by summary procedure.
Under the item of the agenda “Current issues”, the upcoming two meetings of the Committee were scheduled for 21 and 28 March 2016.
