The second day of the COSAC conference, which was held in Rome, was marked by a debate on the global role of the European Union and projection of its policy in the Mediterranean and Eastern Europe, where it was pointed out that the aforementioned region is of strategic interest for the European Union, and that it was necessary to make an adequate joint and unified response to the crisis areas through security strategies. Effective responses in areas bordering the Union will increase the credibility of the EU i.e. strengthen its position on the international political stage. Concern was expressed about the renewed tensions in the eastern Mediterranean and the escalation of the conflict in Ukraine and it was indicated that it was necessary to insist on conflict resolution, establishing the principles of democracy, promoting the rule of law and human rights. Representatives of member states of the Southern Europe, referring to the principle of solidarity, asked for sharing the financial burden between member states, due to the increasing number of immigrants from North Africa and the Middle East.
Participants reminded of the important role of EU agencies in the implementation of EU policies in different fields, in the context of the debate on the democratic control of European agencies. The role of agencies is in conducting independent researches and providing expertise to EU institutions and member states with an aim of final creation of policy of importance, and improving cooperation between member states and the EU. However, a number of MPs expressed concern regarding the role and functioning of agencies, especially the lack of adequate work control and accountability issues, and expansion of their jurisdiction, which could lead to duplication of activities.
At the end of the meeting, conclusionswere adopted, where the European Union's enlargement strategy of 8 October 2014 was welcomed and the progress made by the Western Balkans countries in the field of European integration was recognized. COSAC MPs emphasized the importance of continuing to promote the enlargement policy, as an important factor for internal reforms of candidate countries.
