21st meeting of the Committee on Human Rights and Freedoms held

The Committee on Human Rights and Freedoms held its 21st meeting today, dedicated to the rights of the child, where, in accordance with Article 68 of the Rules of Procedure of the Parliament of Montenegro, it considered the following:  

- Information on implementation of the National Action Plan for Children for the period 2013-2017;

- Information on implementation of the Strategy for System of Social and Child Protection in Montenegro for the period 2013-2017;

- Information on exercising the rights of the children with regard to inclusion of children into the education system, especially children with disabilities, in focus of the capacity of institutions competent for exercising of these rights.

It has been said that the process of de-institutionalisation of facilities for accommodation of children and providing alternative solutions was underway, and that work on developing the service of fostering was in progress, as the most desirable form of alternative protection of children without parents, as well as the establishing of network of day centres.

As for the Strategy for Development of Social and Child Protection System, it has been said that a working version of the secondary legislation has been compiled that would closer regulate the foster family accommodation and family accommodation.

Additionally, considering that the development of inclusive education represented one of the reform priorities, a Draft of the Inclusive Education Strategy has been compiled, determining goals and directions of development of education for children with special educational needs based on the analysis of implementation of measures of the Inclusive Education Strategy from 2008 to 2013.

Members of the Committee on Human Rights and Freedoms have also concluded that a lot more needed to be done regarding adaptation of objects in public use to be accessible to persons with diminished mobility, because, as long as they did not have unhindered access to the said objects their rights would be threatened.
