25th Meeting of the Committee on Human Rights and Freedoms

Committee on Human Rights and Freedoms of the Parliament of Montenegro held today 25th meeting where it, as an umbrella committee, considered Proposal for the Law on Amendments to the Law on Identity Card, submitted by MP Neven Gošović and amendments (two) submitted to this Proposal for the Law by MPs from the Positive Montenegro: Ms Azra Jasavić, Mr Srđan Perić and Mr Goran Tuponja. 

The meeting was attended by Mr Neven Gošović, as an authorized representative of the proponent, representative of the Ministry of the Interior, Director of the Directorate for Administrative Internal Affairs Mr Abid Crnovršanin and submitter of amendments MP Srđan Perić. 

Representative of the proponent MP Neven Gošović explained in the explanation of the Proposal for the Law that it was not considered by the Working Group, which ceased to exist on 26 December 2013, neither by the Collegium of the President of the Parliament. Since the word was more about the technical issues, explaining article by article of the Proposal for the Law, he proposed it to be accepted.    

In the meantime, representative of the Government, Ministry of the Interior, Director of theDirectorate for Administrative Internal Affairs Mr Abid Crnovršanin, submitted Comments to the Proposal for the Law, explaining at the meeting of the Committee that the word was about technical provisions specifying particular provisions of the Law. 

Representative of the submitter of amendments (two) to the Proposal for the Law on Amendments to the Law on Identity Cards, MP from the Positive Montenegro Mr Srdjan Perić explained two submitted proposals. 

Following the explanation of the representative of the proponent, submitter of amendments, representative of the Ministry of the Interior in the Government of Montenegro, and upon the discussion, the Committee on Human Rights and Freedoms did not support amendments (two) submitted by MPs from the Positive Montenegro. Representative of the proponent did not agree with amendments as well.

Committee on Human Rights and Freedoms unanimously supported the Proposal for the Law on amendments to the Law on Identity Cards and proposed it to the Parliament for adoption with the amendment of the Committee.    

Within the current issues, members of the Committee agreed on implementation of the activity envisaged by the Plan – visit to the Old Age Home and prison in Bijelo Polje, which would take place in the end of February. The date of public discussion “Enhancing and supporting minority rights for the purpose of development of the country and the society” in Ulcinj would be subsequently agreed.    

Since the opposition, despite the request to the Committee, did not arrange the representative for the Working Group for drafting acts of the Fund for Protection and Exercising of Minority Rights, it was agreed that the female Deputy Chairperson of the Committee and MP Novica Stanić should exchange opinions at oppositions parties and submit proposal for the representative of the opposition to the Committee.
