The visit to these institutions is organised for the purpose of compliance with the rights of elderly as well as rights of person deprived of their liberty; The Committee on Human Rights and Freedoms has been dealing with these rights continuously, within its legislative, oversight and control role by considering annual and special reports submitted by the Protector of Human Rights and Freedoms of Montenegro and information that are, in line with Article 68 of the Rules of Procedure of the Parliament of Montenegro, submitted to the Committee by relevant state bodies upon its request.
This activity is a part of 2013 Activity Plan of the Committee on Human Rights and Freedoms, composed on the basis of the following:
-2012 Progress Report on Montenegro by the European Commission,
- 2013 Work Plan of the Government of Montenegro, adopted on 31 January 2013 and
- a number of non-implemented activities from the 2012 Activity Plan of the Committee on Human Rights and Freedoms; the Committee reached a conclusion on implementation of the activity at 24th meeting of 27 December 2013, and at the 25th meeting of 11 February 2014 a datum of holding the visit was set.
In addition to Committee members, the representatives of the following will visit the institutions: Protector of Human Rights and Freedoms of Montenegro, Ministry of Labour and Social Welfare, Ministry for Human and Minority Rights, Ministry of Justice, Department for Execution of Criminal Sanctions in Spuž, local self-government, NGO Civic Alliance which monitors the work of the Committee on Human Rights and Freedoms and representatives of the OSCE Mission to Montenegro.
