33rd meeting of the Committee on Human Rights and Freedoms

Committee considered several amendments 

At today held 33rd meeting, the Committee on Human Rights and Freedoms, as the umbrella committee, considered: seven amendments to the Proposal for the Law on Removal and Transplantation of Human Organs for Therapeutic Purposes, submitted by MP Emilo Labudović (six amendments) and MPs Zorica Kovačević and Halil Duković PhD (one amendments); Amendment to the Proposal for the Law on the execution of suspended sentenceand sentence of community service, submitted by MP Emilo Labudović and four amendments to the Proposal for the Law amending the Law on the Protector of Human Rights and Freedoms of Montenegro, submitted by MPs Halil Duković PhD and Marta Šćepanović.

Following the explanation of the submitter of the amendment, representative of the proposer and the general discussion, the Committee, by majority vote, supported six amendments to the Proposal for the Law on Removal and Transplantation of Human Organs for Therapeutic Purposes, submitted by MP Emilo Labudović and proposed to the Parliament to adopt it. Representative of the proposer, Deputy Minister of Health did not accept six amendments to the Proposal for the Law on Removal and Transplantation of Human Organs for Therapeutic Purposes.  

Representative of the proposer accepted amendment to the Proposal for the Law on Removal and Transplantation of Human Organs for Therapeutic Purposes submitted by MPs Zorica Kovačević and Halil Duković PhD and amendment has become an integral part of the text of the Proposal for the Law.

The Committee, by majority vote, did not support the amendment to the Proposal for the Law on the execution of suspended sentence and sentence of community service, submitted by MP Emilo Labudović and proposed to the Parliament to reject it. Also, the representative of the proposer did not accept the amendment.

Representative of the proposer accepted amendments I and III of the Proposal for the Law amending the Law on the Protector of Human Rights and Freedoms of Montenegro submitted by MPs Halil Duković PhD and Marta Šćepanović and the Committee stated that the amendments are an integral part of the Proposal for the Law.   

Amendment II and IV to the proposal of the representative of the proposer, with the consent of the submitter of the amendment, have been corrected due to legal and technical accuracy. Representative of the proposer accepted corrected amendments II and IV and the Committee stated that the amendments are an integral part of the Proposal for the Law amending the Law on the Protector of Human Rights and Freedoms of Montenegro.
