On Wednesday 10 June 2015, Chairperson of the Committee on Human Rights and Freedoms Mr Halil Duković will meet with co-rapporteurs of the Monitoring Committee of the Congress of Local and Regional Authorities of the Council of Europe, Ms Gaye Doganoglu and Mr Henrik Brade Johansen, who will be paying a monitoring visit to Montenegro, from 9 to 11 June 2015.
Within the visit to Montenegro, the Delegation of the Congress will focus on the main European standards in the field of local democracy, the European Charter of Local Self-Government which was ratified by Montenegro in 2008, and evaluation of the state of local democracy in Montenegro, in order to prepare the Report on the state of local democracies in the Council of Europe member states.
At the meeting of the Chairperson of the Committee on Human Rights and Freedoms with the co-rapporteurs of the Monitoring Committee of the Congress of Local and Regional Authorities of the Council of Europe, the focus will be on:
- implementation of development in Montenegro since the adoption of the Congress Recommendation 293 (2010) on the local democracy in Montenegro;
- inclusion of ethnic minorities into the local government and determination of policies of multinational municipalities;
- implementation of human rights and fundamental freedoms at the local level; and
- transparency of public services and participation democracy.
The invitation to the meeting was also extended to the Chairperson of the Committee on Political System, Judiciary and Administration Mr Rifat Rastoder.
The meeting will be held in the Red Room of the Parliament of Montenegro, at 11:15.
