Committee on Human Rights and Freedoms, at the 54th meeting that was held today, considered the 2014 Report on the Development and Protection of Rights of Minorities and Other Minority Communities and amendments (13) to the Proposal for the Law on Amendments to the Law on Minority Rights and Freedoms, submitted by MP Ms Ljerka Dragičević.
Following the introductory remarks by the representative of the proposer, the Minister of Human Rights and Freedoms, Mr Suad Numanović, and without debate, concluding that the members of the Committee on Human Rights and Freedoms participated in the debate on the 2014 Report on the Development and Protection of Rights of Minorities and Other Minority Communities during the Plenary Sitting of the Parliament, on 10 June 2015, the Committee endorsed with majority of votes (six votes "for" and two "against") the 2014 Report on the Development and Protection of Rights of Minorities and Other Minority Communities and decided to propose its adoption to the Parliament.
The Committee considered amendments (13) to the Proposal for the Law on Amendments to the Law on Minority Rights and Freedoms, submitted by MP Ms Ljerka Dragičević. After Ms Dragičević provided with the explanatory statement, the representative od the proposer agreed with the Amendment 6, which was then legally and technically corrected with the consent of the submitter od the amendment. The Amendment 6 was unanimously endorsed by the Committee. The remaining 12 amendments did not obtain majority required at the Committee. In addition, the foregoing amendments were not accepted by the representative of the proposer.
In accordance with the Article 67 of the Rules of Procedure of the Parliament of Montenegro, amendments (7) to the Proposal for the Law on Prohibition of Discrimination against Persons with Disabilities, submitted by MP Ms Snežana Jonica, were not considered due to the absence of the submitter of amendments. The Chairman of the Committee on Human Rights and Freedoms, Mr Halil Duković, stated that submitted amendments 3, 4, 6 and 7 were not legally and technically acceptable, and if they were accepted at the Plenum in the existing form, they would have impeded the preparation of the Law on Prohibition of Discrimination against Persons with Disabilities for publishing in the "Official Gazette of Montenegro". After the meeting, he informed the Collegium of the President of the Parliament of Montenegro of the aforementioned, with the letter No. 00-63-8/15-32/1 of 24 June 2015.
Following the reaching of the conclusion of the Committee, the representative of the proposer was asked to submit in writing to the Parliament the Opinion of the Government of Montenegro on the submitted amendments (7).
