Committee on Human Rights and Freedoms holds its 56th meeting

Committee did not consider the Proposal for the Decision on Supplements to the Code of Ethics for MPs 

 

Committee on Human Rights and Freedoms, at the 56th meeting that was held today, did not consider the Proposal for the Decision on Supplements to the Code of Ethics for MPs, usbmitted by MPs: Mr Srđan Milić, Ms Snežana Jonica, Mr Aleksandar Damjanović, Mr Radosav Nišavić, Mr Danko Šarančić and Ms Danijela Marković, due to absence of representatives of proposers, pursuant to the Article 67 paragraph 1 of the Rules of Procedure of the Parliament of Montenegro. Considering the above, the Committee did not consider the Amendment to the Proposal for the Decision on Supplements to the Code of Ethics for MPs, submitted by MPs: Mr Velizar Kaluđerović, Mr Neven Gošović and Mr Obrad Gojković, even though the agenda of the 56th meeting was extended with the Amendment and the meeting was attended by the representative of the submitter of the Amendment.

Members of the Committee considered and unanimously adopted the 2015 Report on Implementation of the Plan of Action of the Committee on Human Rights and Freedoms, for the period January - July 2015, with an assessment that the Committee, during the reporting period, was very active, implementing significant activities envisaged with the Plan of Action.

Chairman of the Committee reminded of the fact that the Committee, at the 48th meeting that was held on 1 April 2015, adopted the 2015 Plan of Action of the Committee on Human Rights and Freedoms, drafted on the basis of: the European Parliament Resolution on Montenegro of 11 March 2015, European Commission Progress Report of October 2014, PACE Resolution 2030 (2015), 2015 Work Programme of the Government of Montenegro, activities of the Parliament of Montenegro and a number of unimplemented activities from the 2014 Plan of Action of the Committee.

Activities in the field of legislation were detirmined by the 2015 Plan of Action of the Committee, as well as the activities in the function of the control and supervisory role. In adition, the activities on the improvement of continuous cooperation with the NGO sector were determined.

29 activities were detirmined by the 2015 Plan, and 12 out of 15 activities determined for the first two quarters were implemented, wherein two activities could not have been implemented for objective reasons. Specifically, the Proposal for the Law on Freedom of Religion has not yet been established by the Government of Montenegro and sent to the Parliament, while the Proposal for the Law on Execution of Sentences of Imprisonment, Fines and Security Measures was directed to the Committee on Political System, Judiciary and Administration as the competent (lead) committee.

If the activities that could not be implemented due to objective reasons were excluded, one comes to the conclusion that the Committee implemented 14 out of the 15 activities planned for the first two quarters of 2015.

In addition to the activities detirmined by the Plan, the Committee has implemented 12 other activities.

In the period January-July 2015, 12 meetings were held (two of which with one continuation per each). During the reporting period, the Committee on Human Rights and Freedoms considered two proposals for laws, five annual reports and five reports and information, in accordance with the Article 68 of the Rules of Procedure od the Parliament, as part of the oversight role of the Parliament.

Three remaining activities from the 2014 Plan of Action were implemented, which due to increased workload and activities not envisaged with the Plan, could not have objectively been implemented in the past year.

The work of the Committee, as in previous years, is very transparent, and the meeting of the Committee are of great interest to the print and electronic media. The Committee publishes the annual report on the website of the Parliament, in addition to very detailed information, minutes and reports on all the activities of this working body.

Since the beginning of the year until today, in folders of minutes, reports, information and press releases for the site of the Committee on Human Rights and Freedoms, about 350 pages of text has been posted on the website of the Parliament.

Also, the Committee on Human Rights and Freedoms, at the meeting that was held today, voted on reports and information considered at the 52nd meeting of the Committee, held on 20 July 2015, that membes did not voted on at the time due to the lack of quorum. In this regard, the Committee unanimously adopted Conclusions regarding the consideration of the Report "Treatment of Children by Police", submitted to the Committee on Human Rights and Freedoms by the Protector of Human Rights and Freedoms, the Information on activities and measures taken to improve the position of LGBT (Information of the Police Administration with regard to the attacks on members and activists of the LGBT community and taking measures to protect their safety and the Information of the Ministry for Human and Minority Rights on the measures and actions in order to change public awareness regarding the prohibition of discrimination and the training of police, prosecutors and judges) and the 2014Report on the implementation of the strategy to improve the situation of Roma and Egyptians in Montenegro 2012-2016, with the 2015 Action Plan.

The Committee on Human Rights and Freedoms will submit conclusions to the Collegium of the President of the Parliament to be informed and to competent authorities for their implementation.

Also, at todays meeting, members of the Committee adopted minites from the 52nd and 55th meeting, held in July 2015, thus updating the work of the Committee.
