Bearing in mind the continuous and high-quality cooperation of the Committee on Human Rights and Freedoms and the OSCE Mission to Montenegro, this activity has been established by the 2015 Activity Plan of the Committee, in order to provide help in supervising the implementation of the Code, monitoring the compliance with the Code and presenting the experiences and good practices of other parliaments in this field.
The aim of the seminar is to provide members of the Committee on Human Rights and Freedoms with the possibility to discuss challenges in the implementation of the Code of Ethics. In addition, experts of the OSCE Office for Democratic Institutions and Human Rights will share with them lessons learnt and offer relevant advice and support.
The following will deliver introductory remarks: Mr Halil Duković, Chairperson of the Committee on Human Rights and Freedoms, Mr Dan Redford, Deputy Head of the OSCE Mission to Montenegro and Mr Peter Mossop, ODIHR Democratic Governance Officer.
The Agenda includes two sessions, titled: “The importance of ethics in the Parliament as a precondition for building responsible governance - principles and challenges; procedures” and “The experience of adopting and implementing the Code of Ethics - finding balance between individual and collective responsibility of MPs”. ODIHR experts Mr Christoph Konrath and Mr Robin Travis will also present their knowledge and experience.
