At today’s 79th meeting, the Committee on Political System, Judiciary and Administration considered the following: Amendments (34) to the Proposal for the Law on the Judicial Council and the Rights and Duties of Judges; Amendments (10) to the Proposal for the Law on Courts; Amendments (36) to the Proposal for the Law on the Constitutional Court of Montenegro; Amendments (17) to the Proposal for the Law on Public Prosecution Office and Amendments (21) to the Proposal for the Law on Special Public Prosecutor's Office.
With regard to the Proposal for the Law on the Judicial Council and the Rights and Duties of Judges, the Committee unanimously supported Amendment 1 by MPs Mr Rešad Sijarić, Mr Almer Kalač and Mr Suljo Mustafić as well as modified Amendment 19 by MPs Mr Srđan Perić and Mr Goran Tuponja. The following were not supported by the requested majority: Amendment 1 by MP Mr Velizar Kaluđerović, Amendments (2) by MPs Ms Draginja Vuksanović and Mr Džavid Šabović as well as Amendments 5, 6, 7, 8, 9, 10, 11, 12, 14, 17, 20, 21, 22, 23 and 24 by MPs Mr Srđan Perić and Mr Goran Tuponja. MP Mr Srđan Perić withdrew Amendments 3, 4, 15, 16, 18. The Committee decided to submit 1 Amendment to this Proposal for the Law, and a representative of the proposer did not agree on that.
With regard to the Proposal for the Law on Courts, the Committee did not support the following amendments: Amendment 2 by MPs Mr Rešad Sijarić, Mr Almer Kalač and Mr Suljo Mustafić, Amendment 1 by MP Mr Nik Gjeloshaj, Amendments 1, 2 and 4 by MP Mr Srđan Perić as well as Amendments (2) by MP Mr Neven Gošović. MP Mr Rešad Sijarić withdrew Amendment 1, while MP Mr Srđan Perić withdrew Amendment 3.
With regard to the Proposal for the Law on the Constitutional Court of Montenegro, the Committee supported by a majority of votes Amendments 4 and 8 by MPs Ms Snežana Jonica and Ms Danijela Marković. The following were not supported by the requested majority of the Committee: Amendment 1 by MP Ms Draginja Vuksanović, Amendments 1, 2, 3, 7, 8, 11, 12 by MP Mr Andrija Popović, Amendments 7 by MPs Ms Azra Jasavić and Mr Srđan Perić, Amendments 1, 2, 3, 5, 6, 7 and 9 by MPs Ms Snežana Jonica and Ms Danijela Marković as well as Amendments (6) by MP Mr Neven Gošović. MP Mr Andrija Popović abandoned Amendments 4, 5, 6, 9, 10 and 13.
With regard to the Proposal for the Law on Public Prosecution Office and Amendments, the Committee unanimously supported Amendment 1 by MP Ms Branka Tanasijević and Amendment 1 by MPs Mr Predrag Bulatović and Mr Obrad Mišo Stanišić . The following were not supported by the requested majority of the Committee: Amendments (2) by MPs Mr Rešad Sijarić, Mr Almer Kalač and Mr Suljo Mustafić, Amendment 1 by Ms Draginja Vuksanović, Amendments 1 and 2 by MPs Ms Azra Jasavić and Mr Srđan Perić as well as Amendments 3 and 5 by MP Mr Rifat Rastoder. MPs Ms Azra Jasavić and Mr Srđan Perić abandoned Amendments 3 and 4. MP Mr Rifat Rastoder abandoned Amendments 1, 2, 4, 6, 7 and 8.
With regard to the Proposal for the Law on Special Public Prosecutor's Office, the Committee supported by a majority of votes the following: Amendments (2) by MP Mr Rifat Rastoder and Amendments 1 and 2 by MPs Ms Danijela Marković and Mr Aleksandar Damjanović. A representative of the proposer did not agree on Amendment 1 by MPs Mr Danijela Marković and Mr Aleksandar Damjanović. The following amendments (7) were not supported by the Committee: Ms Azra Jasavić and Mr Srđan Perić and Amendments 3 and 4 by MPs Danijela Marković and Mr Aleksandar Damjanović.
Amendments (6) by MP Mr Dritan Abazović to the Proposal for the Law on the Judicial Council and the Rights and Duties of Judges as well as Amendments (8) by MP Mr Abazovć to the Proposal for the Law on Special Public Prosecutor's Office were not considered due to absence of submitter of the Amendments.
