On Wednesday 10 June, Chairperson of the Committee on Political System, Judiciary and Administration Mr Rifat Rastoder and Deputy Chairperson of the Committee Ms Snežana Jonica will meet the co-rapporteurs of the Monitoring Committee of the Congress of Local and Regional Authorities of the Council of Europe.
The Delegation of the Congress, consisting of Ms Gaye Doganoglu and Mr Henrik Brade Johansen, will be staying in Montenegro from 9 to 11 June 2015 within a monitoring visit, in order to evaluate the state of local democracy in Montenegro.
Within the visit to Montenegro, the Delegation of the Congress will focus on the main European standards in the field of local democracy, the European Charter of Local Self-Government which was ratified by Montenegro in 2008, and evaluation of the state of local democracy in Montenegro, in order to prepare the Report on the state of local democracies in the Council of Europe member states.
The focus of the meeting will be topics relating to the latest legal and political developments regarding the local government in Montenegro (in the context of Public Administration Reform Strategy of the current “Aurum”), and the current situation of the local democracy in Montenegro. The co-rapporteurs of the Monitoring Committee of the Congress of Local and Regional Authorities of the Council of Europe and the Chairperson and Deputy Chairperson will also cover the topics of cooperation mechanisms between the central and local government, the procedure of consulting with the local government authorities, protection of limits of local authorities, legal status and protection of the local self-government.
The invitation to the meeting was also extended to the Chairperson of the Committee on Human Rights and Freedoms Mr Halil Duković.
