At today’s 107th meeting, the Committee on Political System, Judiciary and Administration voted on Proposal for a decision on the election of one member of the Prosecutorial Council from among respectable lawyers. Following the vote, none of the applicants was supported by a requested majority, thus the Committee has decided to issue a new public vacancy notice for the election of one member of the Prosecutorial Council from among respectable lawyers.
In addition, the Committee unanimously adopted the decision on holding a control hearing of Minister of Justice Mr Zoran Pažin on the topic: “Application and effects of the Law on Enforcement and Security and control over the work of public enforcement officers”, submitted by MP Ms Snežana Jonica.
When it comes to voting on holding of a consultative discussion on the need for amending the Law on Media, upon the initiative of NGO Human Rights Action, the Committee unanimously thinks that - on the basis of these initiatives, all processed proposals for laws in this area and the problems mentioned in the 2015 Progress Report on Montenegro by the European Commission - it is necessary to organise a consultative hearing (discussion) in the period to come. With respect to that, the Committee will invite all proposers and competent experts to give their contribution to making improvement and achieving enhancement in this field.
When it comes to objections and opinions of institutions to the Proposal for the Law on Public Sector Salaries, the Committee will consider those when the Proposal for the Law officially arrives into parliamentary procedure.
With regard to the Proposal for the Law on Territorial Organisation of Montenegro, the Committee considered total of five amendments.
Amendments (2) of MPs Mr Neven Gošović and Mr Velizar Kaluđerović were supported by a majority of votes, while the representative of the proposer did not support those.
Amendment (1) of MP Mr Mladen Bojanić as well as amendments (2) of MP Mr Nik Gjeloshaj did not obtain a requested majority.
With regard to the Proposal for the Law on Amendments to the Law on the Capital City, the Committee considered amendments (5), namely:
Amendment (1) of MP Mr Mladen Bojanić, which was not supported by a requested majority, at the meeting of the Committee.
Vote on amendments (4) of MP Mr Nik Gjeloshaj has been postponed for the following meeting of the Committee.
With regard to the Proposal for the Law on Local Self-Government, MPs Mr Neven Gošović and Mr Velizar Kaluđerović submitted amendment (1).
Vote on the amendments has been also postponed for the following meeting of the Committee.
