22nd meeting of the Committee on Education, Science, Culture and Sports held

Committee on Education, Science, Culture and Sports held its 22nd meeting today, where, as the interested Committee, it considered the Proposal for the 2014 Budget Law of Montenegro, in part relating to consumer units from the field of education and sports.  

The Committee meeting was attended by Mr Nikola Vukićević, authorised representative of the proponent of the law, as well as representatives of the Ministry of Education and the Administration for Youth and Sports.

The Committee deemed encouraging the increase of budget for consumer units from the field of education, especially for the Ministry of Education, the University of Montenegro, as well as the Bureau for Education Services. With the Proposal for the 2014 Budget, the budget was increased for almost all consumer units from the field of education and sports. 

During the discussion, it was pointed out that the Proposal for the 2014 Budget allocates the funds totalling 154.10 million euro for education, making up 12.45% of the total expenditures of the current budget and the budget funds for the following year. The most significant part of the funds, totalling 80.26 million euro, is allocated for pre-school and primary education, making up 52.08% of planned expenditures for education.

They also deemed positive the continuation of implementation of the Professional Training Programme of persons with acquired high education, for which 9 million euro are planned for 2014.

With regard to the field of sports, for the consumer unit Administration for Youth and Sports, the funds totalling 3.70 million euro are planned for 2014, also representing an increase in relation to 2013. During the meeting, the representative of the Government pointed out that, considering the economic situation, they were satisfied with the allocated funds, but that Montenegro in comparison with the countries in the region had the smallest budget for sports. For the field of sports a capital budget totalling 2.7 million euro is planned.

The Committee deemed that the planned funds for the field of education and sports are sufficient for implementation of all legal, as well as international obligations, and by a majority of votes supported the Proposal for the 2014 Budget Law of Montenegro, in part relating to education and sports.
