Second meeting of the Gender Equality Committee

The Gender Equality Committee of the Parliament of Montenegro, held its second meeting today, where, as the interested working body, it considered the Proposal for the Law on Ratification of the Convention on preventing and combating violence against women and domestic violence.

 

After the discussion, the Committee unanimously decided to support the Proposal for this law and propose to the Committee on International Relations and Immigrants to propose to the Parliament to adopt the Proposal for the Law on Ratification of the Convention on preventing and combating violence against women and domestic violence.

On 11th May 2011, in Istanbul, Montenegro signed the Council of Europe Convention on preventing and combating violence against women and domestic violence, which confirmed that violence against women was a serious breach of human rights and a form of discrimination, and Montenegro was among the top 12 signatories. Until today, apart from Turkey which was the first to sign and ratify it, the Convention was ratified Albania and Portugal. The purposes of the Convention are as follows: to protect women against all forms of violence, and prevent, prosecute and eliminate violence against women and domestic violence; to contribute to the elimination of all forms of discrimination against women and promote substantive equality between women and men, including by empowering women; to design a comprehensive framework, policies and measures for the protection of and assistance to all victims of violence against women and domestic violence; to provide support and assistance to organisations and law enforcement agencies to effectively co-operate in order to adopt an integrated approach to eliminating violence against women and domestic violence. The Convention also establishes the international oversight mechanism for monitoring of its implementation on the national level.

The Convention on preventing and combating violence against women and domestic violence provides comprehensive and detailed guidelines for creation of policies for combating violence against women and domestic violence, and integrates numerous relevant conventions, declarations and resolutions of the UN and CE, including CEDAW and Recommendations of the Council of Minister of the Council of Europe.

Under the agenda, the Committee was acquainted with the Initiative RIF of the Ms. Jelisava Kalezić, the activities between meetings and planned activities, as well as the making of draft work plan of the Committee for this year.
