At today’s meeting, the Committee on Health, Labour and Social Welfare of the Parliament of Montenegro considered the Proposal for the Law on Amendments to the Labour Law. By consent of Committee members, the agenda was expanded with additional item - the file sent to the Committee on Health, Labour and Social Welfare: Adoption of the secondary legislation with the aim of implementation of the Law on Health Care in the part relating the alternative medicine; the file was sent by the Association for the Promotion of Traditional Medicine in Montenegro
In addition to Committee members, the meeting was attended by the representative of the proponent of the Proposal for the Law on Amendments to the Labour Law, Director of the Directorate for Labour Mr Slobodan Filipović and Head at the Ministry of Labour and Social Welfare Ms Tijana Prelević.
Director of the Directorate for Labour Mr Slobodan Filipović, in his explanation of the Proposal for the Law, said that the basic reason for amending the Law on Labour was addressing to the Ministry of Labour and Social Welfare of a large number of citizens who, despite being eligible for a pension in terms of life age and years of service cannot exercise that right because the employer did not pay pension and disability contributions during their years of service. In a majority of cases, those are employers whose enterprises ceased to exist for the bankruptcy and employees were not able to claim discharges from bankruptcy estate on this basis.
The following MPs took part in the discussion: Mr Neven Gošović, Mr Goran Tuponja, Ms Zorica Kovačević, Mr Halil Duković and Chairperson of the Committee Mr Zoran Jelić.
By a majority of votes the Committee supported the Proposal for the Law on Amendments to the Labour Law and decided to propose it to the Parliament for adoption.
The Chairperson of the Committee Mr Zoran Jelić. was elected Committee Rapporteur.
Chairperson of the Committee Mr Zoran Jelić said that the Ministry of Health had a duty to adopt the secondary legislation with the aim of implementation of the Law on Health Care in the part relating the alternative medicine. The Service of the Committee on Health, Labour and Social Welfare will send a letter to the Ministry of Health in order to request the adoption of the Rulebook on application of traditional and alternative healing methods.
