1. Proposal for the Law on Safety and Health at Work;
2. Proposal for the Law on Removal and Transplantation of Human Organs for Therapeutic Purposes, which was considered by the Committee on Health, Labour and Social Welfare, as the interested Committee;

4. Initiative by the MP Goran Tuponja for holding of the consultative hearing titled “Frequent attacks on health professionals in Montenegro “.
The following attended today’s meeting as representatives of proposer of the Proposal for the Law on Safety and Health at Work: Mr Slobodan Filipović, Director of Directorate at the Ministry of Labour and Social Welfare; Ms Danijela Šuković, Head of Safety at Work at the Ministry of Labour and Social Welfare; and Mr Zlatko Popović, Labour Inspector for the field of safety at work at the Ministry of Labour and Social Welfare. Ms Gorica Savović, Assistant Minister of Health, attended the meeting as representative of proposer of the Proposal for the Law on Removal and Transplantation of Human Organs for Therapeutic Purposes. The meeting was also attended by Mr Branislav Begović, legal advisor, as well as Ms Rumica Kostić, legal advisor at the Union of Employers.
The Committee accepted the amendment of the MP Zoran Jelić, as well as 13 amendments of legal and technical character to the Proposal for the Law on Safety and Health at Work. Following the introductory speech by representative of proposer of the Proposal for the Law on Safety and Health at Work and a comprehensive discussion by all the Committee members, the Proposal for the Law on Safety and Health at Work was supported by a majority of votes of the Committee on Health, Labour and Social Welfare and the Committee proposed to the Parliament of Montenegro to adopt it. The MP Goran Tuponja was selected as the rapporteur of the Committee.
The Committee, as the interested Committee, considered the Proposal for the Law on Removal and Transplantation of Human Organs for Therapeutic Purposes. Following the introductory speech by representative of proposer of the Proposal for the Law on Removal and Transplantation of Human Organs for Therapeutic Purposes and a comprehensive discussion by all the Committee members, the Committee decided by a majority of votes to submit the opinion to the Committee on Human Rights and Freedoms as the umbrella committee, proposing that the Committee on Human Rights and Freedoms should support the Proposal for the Law on Removal and Transplantation of Human Organs for Therapeutic Purposes and propose its adoption to the Parliament of Montenegro.
Representative of proposer of the Proposal for the Law on Removal and Transplantation of Human Organs for Therapeutic Purposes Ms Gorica Savović, Assistant Minister of Health, said that adoption of this law arose from the need of further and more comprehensive harmonisation with the regulations of the European Union that regulate this field. One of the reasons for adoption of this law was signing the assumed consent for harvesting organs from a deceased donor, with the family’s consent, if during life the deceased did not leave a statement with the personal physician explicitly opposing that operation. This way a greater number of organs for transplantation are provided to the persons who have no other remaining treatment options. It has been also pointed out that transplantation is the issue of the future.
The Committee members also were acquainted with the Information from parliamentary seminar titled “Health and Consumer Protection”, and accepted it unanimously.
The Committee supported the Initiative by the MP Goran Tuponja for holding of the consultative hearing regarding frequent attacks on health professionals in Montenegro. The consultative hearing will be held within the following week, and the Committee secretary will contact persons who will be invited. The following will be invited to the consultative hearing: Mr Miodrag Radunović, Minister of Health; Mr Raško Konjević, Minister of Interior; Mr Milan Mijović, Director of Clinical Centre; Mr Vladimir Pavićević, representative of Union of Free Trade Unions of Montenegro; Ms Ljiljana Krivokapić, Confederation of Independent Trade Unions of Montenegro; Vladimir Dobričanin, Head of Emergency Department; and Mr Saša Stefanović, Director of Office for Emergency Medical Services.
