In addition to members of the Committee, the meeting was attended by representatives of workers of Montavar-Metalac from Nikšić Radisav Jauković, Mitar Čurović and Dragan Koprivica, Director General in the Ministry of Labour and Social Welfare Slobodan Filipović as well as the Deputy Minister of Health Dr Mira Jovanovski Dašić.
Workers' representatives described the fate of the company, from its founding to the present. It is indicative that the company three years ago successfully operated, and that in 2011 received the recognition as the most successful company in Montenegro, with a turnover of 8 million euros. It is incomprehensible that after four months the company was destroyed by the owner. They noted that it is not known what happened to 1.5 million euros received from the Government, and that is a job for the Prosecution.
Workers of Montavar-Metalac from Nikšić pointed out that they are on the edge of biological survival, they want to work and not to be provided with financial assistance, and they expressed the hope that this Parliamentary Committee would truly pledge to address this situation. They stated that the negotiations of the Trade Union of Metalac from Nikšić and the Government failed and that is why workers continued to protest in front of the Government’s building.
After a comprehensive discussion, the Committee members were unanimous in their assessment that the workers must be assisted in their efforts to find a job and to have the right to work.
Conclusionsuggestions, which the Committee would adopt at the next meeting, are the following:
1. Committee on Health, Labour and Social Welfare requires the Ministry of Economy to hold an urgent meeting with the current owners of Metalac, where it would invite representatives of the Investment Development Fund, the Mayor of Nikšić Veselin Grbović, representatives of Erste Bank as well as representatives of the Ministry of Labour and Social Welfare, in order to find a solution.
2. Ministry of Labour and Social Welfare is obliged to examine the possibility of providing one-time financial assistance to workers of Metalac within the funds provided by the Budget of Montenegro for 2014.
3. After collected information about the number of workers who have acquired the requirements for early retirement, and the data obtained from the Ministry of Labour and Social Welfare, Pension Fund and the Labour Fund related to the amount of necessary funds, the amendments to the Law on Pension and Disability Insurance will be suggested.
4. To obtain information on the number of workers from "Montavar-Metalac" from Nikšić, who are registered with the Employment Office, as well as years of service for each worker individually.
5. Committee on Health, Labour and Social Welfare requires from the Ministry of Health to provide workers of Metalac from Nikšić, who are in front of the building of the Government of Montenegro, as well as their families with health care.
6. The Committee requires the Supreme Public Prosecutor's Office to take measures within its competence to determine responsibility for the situation in "Montavar-Metalac" from Nikšić, and to inform the Committee thereof.
