At their 28th meeting held today, the Legislative Committee considered and positively voted on the following proposals for the law: Proposal for the Law on Ratification of the Agreement between the Government of Montenegro and the Government of the Republic of Serbia on Readmission (return and admission) of Persons Whose Entry or Stay is Illegal, with Implementation Protocol; Proposal for the Law on Ratification of the Agreement between the Government of Montenegro and the Government of the Republic of Turkey on Readmission (return and admission) of Persons Whose Entry or Stay is Illegal; Proposal for the Law on Ratification of the Convention on the Reduction of Statelessness; Proposal for the Law on Ratification of the Final Acts of the World Radio-communication Conference (WRC-07); Proposal for the Law on Amendments to the Excise Law; Proposal for the Law on Amendments to the Law on Travel Documents; Proposal for the Law on Amendments to the Law on State Border Supervision; Proposal for the Law on Amnesty of Persons Convicted of Criminal Offences Prescribed by Montenegrin Legislation and Persons Convicted by Foreign Criminal Judgements Executed in Montenegro, submitted by the MP Mr Aleksandar Damjanović; and Proposal for the Law on Amendments to the Law on Pension and Disability Insurance, submitted by MPs: Mr Neven Gošović, Ms Snežana Jonica and Mr Aleksandar Damjanović.
Additionally, the Committee considered, and deemed as legally acceptable, the following amendments:
1. 6 amendments to the Proposal for the Law on Higher Education (amendment submitted by MPs Ms Branka Tanasijević MA, Ms Ljerka Dragičević, Mr Andrija Popović, Mr Zoran Jelić, Ms Žana Filipović, Mr Srđa Popović PhD, and Mr Saša Pešić; 3 amendments submitted by the MP Mr Andrija Popović; and 2 amendments submitted by the MPs Ms Branka Tanasijević MA, and Ms Draginja Vuksanović PhD).
2. 16 amendments to the Proposal for the Law on Amendments to the General Law on Education (amendment submitted by MPs Mr Srđan Perić and Mr Goran Tuponja; 2 amendments submitted by the MPs Mr Suljo Mustafić, Mr Almer Kalač, Mr Kemal Zoronjić and Mr Genci Nimanbegu; 13 amendments submitted by MPs Mr Srđan Perić and Mr Mladen Bojanić). The Committee deemed as legally unacceptable an amendment submitted by the MPs Mr Suljo Mustafić, Mr Almer Kalač, Mr Kemal Zoronjić and Mr Genci Nimanbegu, while, at the Committee meeting, the MP Mr Andrija Popović announced that he was withdrawing 3 amendments.
3. 11 amendments to the Proposal for the Law on Amendments to the Law on Primary Education; (2 amendments submitted by MPs Ms Branka Bošnjak PhD, Mr Miodrag Lekić, Ms Ljiljana Drašković PhD, Ms Jelisava Kalezić PhD, and Mr Milan Knežević; 8 amendments submitted by the MPs Mr Srđan Perić and Mr Mladen Bojanić; and an amendment submitted by the MPs Ms Branka Tanasijević MA, and Ms Draginja Vuksanović PhD).
4. 24 amendments to the Proposal for the Law on Electronic Communications (22 amendments submitted by MPs Mr Aleksandar Damjanović, Mr Mladen Bojanić, Mr Velizar Kaluđerović and Mr Srđan Perić; an amendment submitted by MPs Mr Mladen Bojanić and Mr Goran Tuponja; and an amendment submitted by MPs Mr Zoran Vukčević, Mr Zoran Jelić and Ms Zorica Kovačević). At the Committee meeting, the representative of submitters of the amendments, an MP Ms Zorica Kovačević abandoned 6 amendments. Additionally, the Committee deemed as legally unacceptable the amendment submitted by MPs Mr Mladen Bojanić and Mr Koča Pavlović.
5. The Committee considered the amendment to the Proposal for the Law on Amnesty of Persons Convicted of Criminal Offences Prescribed by Montenegrin Legislation and Persons Convicted by Foreign Criminal Judgements Executed in Montenegro, submitted by the proponent of the law, an MP Mr Aleksandar Damjanović. The Committee deemed this amendment as legally acceptable.
The Committee also considered the Proposal for the Law on Amendments to the Law on Pension and Disability Insurance, submitted by MPs Mr Janko Vučinić and Mr Strahinja Bulajić PhD, but it did not obtain the necessary majority.
In accordance with the Article 67 paragraph 1 of the Rules of Procedure of the Parliament of Montenegro, the Committee did not consider the amendments to the Proposal for the Law on Amendments to the Law on Vocational Education, nor the amendments to the Proposal for the Law on Amendments to the Law on Gymnasium, submitted by the MPs Mr Srđan Perić and Mr Mladen Bojanić.
